Report from October 16, 1952, presented as a speech by Joseph A. DeLaine, Sr., at St. Luke Church in Charleston, South Carolina, regarding African American education in South Carolina. DeLaine discusses salaries of white and African American teachers, the Clarendon County, South Carolina school segregation case, also known as Briggs v. Elliott, and the African Methodist Episcopal (A.M.E.) Church. DeLaine requests funds for an endowment for Allen University in Columbia, South Carolina. This is the second version of two drafts in the collection.
