The Clifford "Baldy" Baldowski cartoon depicts a man labeled "new industry" standing in an open door labeled "economic opportunity" holding a moneybag. A brick wall is on the other side of the door covered in signs saying "racial disorder," "county unit gov't," "political uncertainty," "outdated tax structure," and "public school threat." State Supt. of Schools M.D. Collins and a Southern gentleman are looking over the wall.
