The Clifford "Baldy" Baldowski cartoon depicts a Senate official holding a tattered copy of the 1967 Civil Rights Bill that has been hacked to pieces. The official faces Richard B. Russell and Everett Dirksen who both hold large pairs of scissors. Shreds of the bill hang from the scissors and lie around the Senate official's feet.
