The Clifford "Baldy" Baldowski cartoon depicts a man wearing a mortar board labeled "State Education Board" and removing a brick from a gigantic dam labeled "locally controlled desegregation." As he hands the brick to another man, the dam is cracking, and water flows through the hole created by the brick's removal.
Published version differs: the brick is labeled "transfer rule."
