The Clifford Baldowski cartoon depicts Gov. Ernest Vandiver behind his desk talking to three men, labeled "Propagandists," "Outside Adgitators [Agitators]," and "Inside Troublemakers." Vandiver is holding a hammer and has nailed signs up behind his desk. The signs read, "Law and order will prevail," "I don't like it but court ruling exists," "Force if necessary to preserve the peace," and "Violence and disorder will not be tolerated." Buttons to push for "Police" and "Troops" are on his desk.
